Quarterly report October 1 – December 31, 2016

This report covers the reporting period of October 1 – December 31, 2016 of the Moldova Partnerships for Sustainable Civil Society (MPSCS) project. MPSCS is a five-year project funded (2013-2018) by the United States Agency for International Development (USAID) and implemented by FHI 360.
Some of the highlights of the work accomplished during this period include: 

Objective 1: CSOs More Effectively Represent their Constituencies 

MPSCS grantees and their partners implemented advocacy and watchdog activities throughout Moldova with USAID financial support to produce qualitative changes in life conditions of their target groups: youth, elderly, women, disadvantaged persons, PWD, and minorities;
PWD Rights program partners reached over 200 PWDs with their workshops, flash mob, meetings, and legal consultancy;
The percentage of survey respondents who believe that they have capacities and skills to recognize a manipulative and propagandistic media report increased by 9% (from 51% to 60%) over the past 10 months, according to the October 2016 mid-term survey. Both that survey and the one in baseline survey in January 2016 were conducted under the STOP FALS! campaign.

Objective 2: The Institutional Capacities of Strategic Partners Developed 

Eleven CSO representatives improved their skills in how to use Information and Communication Technology to communicate more effectively with citizens and authorities;
Fifty-five CSO representatives improved skills and knowledge in auditing, human resources management and good governance due to MPSCS partner CICO’s assistance;
Twenty Russian-speaking CSOs were selected by CICO for an in-depth capacity development program of trainings, consultancy and mentorship in good governance, human resource management and financial management.

Objective 3: Enabling Environment More Conducive to Long-Term Sustainability of Civil Society 

The draft Law on Social Entrepreneurship facilitating CSO income generation and financial sustainability, earlier developed by Motivatie, was approved by Government. The Law will be submitted for approval to the Parliament in early 2017;
Almost 500 CSOs (413 associations and 71 religious groups) were registered by the Ministry of Justice by the December 29, 2016 deadline in order to benefit from the 2% designation mechanism in 2017;
Three working groups created by the Parliament, including more than 60 Moldovan CSOs, Parliament representatives, and ECNL experts, are developing a new Civil Society Development Strategy. The Civil Society Development Strategy will be finalized by February 2017 and submitted to the Parliament for approval.
