FHI 360 Moldova

January 1 – March 31, 2016

This report covers the period of January 1 – March 31, 2016, of the Moldova Partnerships for Sustainable Civil Society (MPSCS). MPSCS is a five-year program funded by the United States Agency for International Development (USAID) and implemented by FHI 360.

Some of the highlights of the work accomplished during this period include:

Objective 1: CSOs More Effectively Represent their Constituencies 

MPSCS partners influenced nine decisions of the LPA as a result of advocacy campaigns to improve PWD’s rights, develop rural communities and solve citizens’ problems at local level.  
Twenty supported organizations, as well as their partner CSOs, engaged over 250 volunteers in organizational activities and 38 organizations registered as host institutions for volunteers in this quarter, as a result of Youth for the Right to Life’s assistance.
MPSCS partner CSOs under the People with Disabilities Rights program continued to serve 188 people with disabilities and train 60 people with disabilities and their guardians.
Association of Independent Press and its media partners distributed 21 Romanian- and Russian-language media materials, including investigative stories, case studies, articles, TV and radio programs, three supplements containing articles about propaganda and manipulation through media, one media monitoring reports and launched the www.mediacritica.md website under the STOP FALS! campaign.
 

Objective 2: Institutional Capacities of Strategic Partners Developed 

Eleven Russian speaking CSO representatives from Transnistria and Gagauz Autonomous Region improved their knowledge and skills in CSO organizational development as a result of a one-day capacity building workshop and follow up technical assistance from MPSCS.
Thirteen MPSCS partner CSOs reviewed their accounting, financial management and procurement procedures and improved human resources policies – issues identified during the second MPSCS Organizational Development Assessment.
Eighteen CSOs learned about best practices in implementing gender equality within CSOs at a MPSCS thematic meeting.  
More than 80 CSO representatives improved their skills in human resource management and new accounting report requirements through Center for Organizational Consultancy and Training (CICO) practical trainings, workshops and cluster clubs.
 

Objective 3: Enabling Environment More Conducive to Long-Term Sustainability of Civil Society 

National Council of CSOs advocacy efforts led to civil society development priorities being included in the Government of Moldova action plans - Government of Moldova 2016-2018 Activity Program and the Government of Moldova Priority Reform Action Roadmap – to be met by the central authorities by July 31, 2016.
The draft law amending the 2% designation mechanism developed by Legal Resources Centre was registered as a legislative initiative in the Parliament. Parliament will examine and vote on the proposed amendments in the next quarter.
A private-public Working Group created by Ministry of Justice to develop a new Law on Public Associations in line with the European standards as a result of Legal Resources Centre advocacy efforts.  
Motivatie developed and submitted to the Government of Moldova Working Group a draft law on social entrepreneurship.
MPSCS finalized the study on CSO fundraising and philanthropy in Moldova and submitted recommendations to CSOs and public authorities to improve use of domestic sources of income.
