FHI 360 Moldova

October 1, 2014 – September 30, 2015

This report covers the period of October 1, 2014–September 30, 2015, of the Moldova Partnerships for Sustainable Civil Society (MPSCS). MPSCS is a five-year program funded by the United States Agency for International Development (USAID) and implemented by FHI 360.
Some of the highlights of the work accomplished during this period include: 

Objective 1: CSOs More Effectively Represent their Constituencies 

MPSCS partner CSOs successfully advocated for the adoption of one law and influencing 21 decisions by public authorities as a result of advocacy campaigns carried out in education, women’s empowerment, social service provision, access to information and media transparency, and development of volunteerism in Moldova.
MPSCS partner CSOs organized more than 440 joint events with central and local public authorities to bring concrete and sustainable changes in youth development, volunteering, and Roma inclusion.
Eight CSOs thematic networks— Alliance of Women from the South of Moldova, Moldovan Network of Host Institutions for Volunteering, Network of Northern CSOs and Service Providers of Moldova, the Roma Voice Coalition, two Environmental CSOs’ Networks, Children’s Protection Network, and Southern Consultative Group—actively solicited citizen input and interfered on public agenda under MPSCS grants.
More than 390,000 citizens participated and learned about the benefits of Moldova European integration as result of the MPSCS EU awareness campaign.

Objective 2: The Institutional Capacities of Strategic Partners Developed 

More than 500 CSO representatives improved their human resources management, advocacy, good governance, partnerships, procurement, and communication skills, and ability to provide capacity building as a result of MPSCS coaching and trainings.
Fourteen CSOs reported improved scores under the according to the preliminary data of the second annual organizational development assessment.
Nine MPSCS partner organizations procured specialized CSO accounting software and trained their accountants to use the electronic accounting system.
Twelve CSOs enhanced their external communication and public visibility through implementing communication strategies, publishing annual reports, and significantly improving their websites.

Objective 3: Enabling Environment More Conducive to Long-Term Sustainability of Civil Society 

The Moldova Government Action Plan for the next three years includes activities to improve the civil society legal framework through MPSCS partner CSO advocacy efforts. 
Nine policy briefs, reports, and analyses developed and published by CSOs focused on monitoring CSO-related legislation such as policy paper on the 2% mechanism, a policy brief on regulating social enterprises in Europe, a brief on registries for CSOs, and a comparative brief on monitoring implementation of the policy documents for cooperation.
Twelve Moldovan experts received training or coaching from MPSCS to review and comment on CSO-related draft laws or regulations. 
The first Moldovan CSOs were accredited as host organizations for volunteers by the Ministry of Youth and Sports.
