Extended deadline: Procurement and Operations Manager

Position Description:

FHI 360’s Moldova Partnerships for Sustainable Civil Society (MPSCS) is a five-year project funded by the United States Agency for International Development (USAID). The purpose of the project is to improve the capacity of Moldovan civil society to represent citizen’s interests, influence policymaking, and sustain the sector’s democratic role for the future. 

MPSCS project seeks qualified candidates for the position of Procurement and Operations Managerin Chişinău.The position shall report to the Deputy Chief of Party (DCOP) and is responsible for overall office management and program administration, ensuring that all program documents and files are complete and maintained according to FHI 360 standards and that equipment and supplies are procured as needed in compliance with all applicable regulations. The Procurement and Operations Manager will also be responsible for establishing and maintaining an internal routing system for approvals and reviews and ensuring that the Moldova project office is fully operational during normal working hours. In addition, s/he will be responsible for the human resource functions in compliance with FHI 360 and USAID regulations.

This position is to replace a MPSCS employee who is on authorized maternity leave. It is estimated to be a full-time position through October 2017 with a possibility for extension.

The Procurement and Operations Manager will:

  • - Ensure proper sign-off and approval processes for all procurement actions adhere to FHI 360 and USAID procurement regulations, including serving as coordinator and official program contact for procurement issues, collecting and organizing all necessary procurement documentation, and ensuring their completeness;
  • - Advertise procurements as necessary, providing information to potential bidders/applicants, carrying out the selection process, and documenting and filing all necessary paperwork, in full compliance with FHI 360 policies;
  • - Provide training to FHI 360 grantees on proper compliance and procurement procedures;
  • - Maintain up-to-date records and files for the Moldova field office, including but not limited to procurement and personnel, as well as ensure staff are informed of any policy changes;
  • - Maintain personnel records and time schedules, and advise COP or DCOP of any issues that arise;
  • - Supervise operational and administrative staff. Coordinate support staff to provide travel and logistical support to consultants, staff, and project partners;
  • - Provide direct support to the DCOP and COP in all posting, visa, allowance and other related issues. Stay informed of all applicable laws, regulations, and procedures; initiate processes of renewal or informing authorities of changes as appropriate; assist COP in managing housing, posting and repatriation issues;
  • - Support communications and information flow between the Moldovan and DC offices, as well as help manage the communications and networking with other donors, subcontractors, client and stakeholders as needed; and
  • - Performs other duties as assigned.

Minimum Requirements:

  • - Bachelor’s degree or its international equivalent in Business Management, Finance, or related field. Master’s degree or its international equivalent preferred;
  • - At least 5 years of procurement and/or human resources experience;
  • - Demonstrated experience with procurement and human resources, especially those related to USAID-funded projects;
  • - Demonstrated ability to supervise administrative staff;
  • - Demonstrated experience with U.S. government regulations, procedures, and contracting requirements;
  • - Experience with essential aspects of grant programs;
  • - Familiarity with USAID programming, rules and regulations highly desired;
  • - Training experience for local organizations highly desired;
  • - Fluency in Romanian and/or Russian and English (reading, writing and speaking).
