LEGAL FRAMEWORK

FHI 360 through its Civil Society Strengthening Program in Moldova works towards a strong legal and fiscal framework, which supports effective regulation and protects the operating space of CSOs. MCSSP cooperates with the Government of Moldova and local and international partners to take the next step in furthering and cementing improvements in the several areas of CSO legislative reform and policy framework.


MCSSP’s partners in achieving this goal are the European Center for Non-for-Profit Law (ECNL), the National Council of CSOs through its Secretariat Tineri şi Liberi, Tinerii pentru Dreptul la Viaţă (TDV) and CReDO – the Resource Center for Human Rights. MCSSP partners are involved in drafting, revising, and passing several laws that will improve CSO legal framework (Regulations to Implement the Law on Volunteering; Law on Public Associations; Law on Foundations, Law on social entrepreneurship, Percentage Law etc).


ECNL is a regional public benefit organization, based in Budapest, working in law and policy reform in the following areas: Legal Framework for Civil Society, Civil Society Sustainability, Public-Private Partnerships, and Public Participation. The Center promotes the strengthening of a supportive legal environment for civil society in Europe, with a focus on Central and Eastern Europe, by developing expertise and building capacity in legal issues affecting not-for-profit organizations and public participation.


The NGO Council consists of 11 leading Moldovan CSOs and is an informal representative body, appointed by the Forum of CSOs   in Moldova, aiming at strengthening the efforts of CSOs in promoting the development of the civil society in Moldova.  FHI 360 is working together with the CSO Tineri şi Liberi which serves as a Secretariat for the National Council of NGOs.


Tineri şi Liberi is a local CSO working on supporting CSOs in consolidating organizational management. Tineri şi Liberi is also involved in lobby and advocacy activities for promoting and implementing public policies; creating, supporting, and development of representative networking systems, and facilitating experience exchange between CSOs from different regions.


CReDO is a local nonprofit organization engaged in the development of democratic leadership and promotion of democratic policies and human rights. Its field of expertise addresses such areas, as: initiatives carried out on democracy and human rights and policy analysis and consultancy conducted for alternative and existing public policies with an emphasis on human rights and democratization, sector policies, human rights sensitivity of policies for vulnerable groups. CReDO also put in readiness exhaustive resource materials aimed at consolidating local CSOs. These are Programs in Advocacy and Social Policy and Civic Leadership and an Informational Center with access to various resource materials.


Tinerii pentru Dreptul la Viaţă is a local CSO. TDV’s programmatic topics and fields of expertise lie in the following domains: advocacy activities in promoting policies to stimulate volunteering, training for CSOs and strengthening their capacity in volunteering management, training, support and skills development for the local Youth Councils in promoting the concept and practice of volunteering in rural areas, and promoting volunteering and recruitment volunteers through its own projects.
