Position Description:

FHI 360’s Moldova Partnerships for Sustainable Civil Society (MPSCS) is a five-year project funded by the United States Agency for International Development (USAID). The purpose of the project is to improve the capacity of Moldovan civil society to represent citizen’s interests, influence policymaking, and sustain the sector’s democratic role for the future. 

MPSCS seeks local qualified candidates for the position of Senior Capacity Building and Gender Manager in Chisinau.

The position will work under the leadership of the Chief of Party (COP) and will design, manage and implement capacity building initiatives for civil society organizations in Moldova, including training events, workshops and the provision of technical assistance. The position will also perform gender assessments and work with the project team to ensure that gender is integrated across project activities.

The Senior Capacity Building and Gender Manager will:       

  • Collaborate with the COP and other technical staff to develop an overall training strategy that will sustainably build the capacity and strengthen Moldovan civil society organizations (CSOs);
  • Design and implement interactive capacity building and training interventions for Moldovan CSO and other core partners;
  • Provide individualized technical assistance to CSOs and other beneficiaries in the areas of organizational management and governance, financial management, advocacy and outreach, policy development, and other areas as required;
  • Develop participatory curricula and conduct training session plans, including to train and mentor other facilitators at national and community levels;
  • Conduct organizational analyses and needs assessments for selected CSOs and ISOs;
  • Monitor, evaluate and report on program results that measure increases in skills and abilities, and determine the impact of training interventions;
  • Carry out a gender assessment and work with the project team to ensure that gender is integrated across project activities;
  • Train other project staff and partners on gender integration and gender sensitivity;
  • Build capacity of local staff to implement project activities by carrying out trainings and other capacity development activities;
  • Oversee program staff to coordinate and carry out assigned program activities;
  • Define goals and deliverables that support the program’s strategic vision and objectives;
  • Develop and draft program work plans, reports and other documentation as needed, such as training and resource materials, presentations, and budget proposals;
  • Troubleshoot to identify and resolve project issues and implement improvement plans to ensure project stays on schedule and within budget; and
  • Build, develop and grow CSOs partnerships vital to the success of the project by providing trainings and other capacity development activities to CSOs.

Minimum Requirements:

  • Bachelor’s degree or its international equivalent. Master’s degree or its international equivalent preferred;
  • At least 7 years of project management;
  • Supervisory experience preferred;
  • Demonstrated experience in civil society, gender integration, governance, organizational capacity building, advocacy, or other related democracy and governance sectors;
  • Minimum 4 years substantive training experience, including the design, facilitation and delivery of participatory trainings and training-of-trainer workshops for adult learners;
  • Minimum 3 years relevant experience with capacity strengthening activities or an equivalent combination of education and experience;
  • Demonstrated expertise with gender programming and integration;
  • Familiarity with USAID programming, rules and regulations;
  • High level of proficiency English (reading, writing and speaking); and
  • Fluency in Romanian and Russian (reading, writing and speaking).
