This report covers the period of October 1, 2016–September 30, 2017, of the Moldova Partnerships for Sustainable Civil Society (MPSCS). MPSCS is a five-year program funded by the United States Agency for International Development (USAID) and implemented by FHI 360.


Some of the highlights of the work accomplished during this period include: 

Objective 1: CSOs More Effectively Represent their Constituencies 

  • Fifty-three MPSCS grantees and their partners implemented advocacy and watchdog activities throughout Moldova to produce qualitative changes in life conditions of their target groups: youth, the elderly, women, disadvantaged persons, people with disabilities , and minorities.   
  • Nineteen decisions aimed at improving collaborative governance, child protection, social inclusion of at-risk populations, and socio-economic development of villages and towns were issued by local and district authorities as a result of MPSCS grantees’ advocacy campaigns.
  • Ten fixed amount awards signed within the two rounds of the Citizen Act Small Grants Program: beneficiary CSOs are engaging citizens in decision making in the Gagauz region and Basarabeasca raion of Moldova; protect children online; develop and improve legal protections for people living with HIV, people with mental disabilities, and victims of medical malpractice; and develop a Sustainable Waste Management System in Balti, 2nd largest city in Moldova.

Objective 2: The Institutional Capacities of Strategic Partners Developed

  • More than 70 CSO representatives trained in project writing, good governance, human resources and results-based management by CICO.
  • MPSCS launched two online tools – ODA and an interactive Quiz - to assess institutional performances and deepen CSOs representative’s knowledge in CSO management, policies and procedures.
  • Most of the partner CSOs improved their organizational development performance as per the fourth ODA preliminary data.

Objective 3: Enabling Environment More Conducive to Long-Term Sustainability of Civil Society

  • The Civil Society Development Strategy (CSDS) for 2017-2020 and Action Plan were developed by the Parliament’s working group consisting of over 60 CSO representatives, Members of the Parliament and Government of Moldova officials with MPSCS support and submitted to the Parliament.
  • MPSCS provided technical assistance to the working groups  at the MoJ to develop the draft NCO law and supported the Ministry of Justice and Ministry of Finance in developing a Regulation to implement the Law on 2%.
