Call for Applications: Support for the implementation of the Moldova’s Civil Society Development Strategy 2018-2020

The Moldova Partnerships for Sustainable Civil Society (MPSCS) cordially invites submissions from a civil society organization or an independent expert (or group of experts) to provide support for carrying out several activities related to the implementation of the Civil Society Development Strategy for 2018-2020. The Program is implemented by FHI 360 and the European Centre for Not-for-Profit Law (ECNL) and is generously supported by the United States Agency for International Development (USAID). More information on MPSCS is available here: http://www.fhi360.md/index.php/en/about-us/what-we-do.html ECNL has been supporting the development of an enabling framework for CSOs in Moldova since 2007. As part of this we have been providing expertise to CSOs and public authorities in preparing the current Civil Society Development Strategy (CSDS) and its Action Plan.

Description of Tasks:

The expert will work in close coordination with ECNL and FHI 360 and shall carry out the following tasks:

  • Identify all key stakeholders in the State Chancellery and the ministries, responsible for implementing the CSDS and its Action Plan.
  • Organize one training for the contact points, responsible for the Strategy implementation on topics such as public participation, moderation of public events, general CSO operations, etc. to equip them with better understanding of how to work with CSOs.
  • Provide assistance to 3 key ministries (to be identified in partnership with the Parliament, ECNL and FHI 360) for co-drafting together with key CSOs of their action plans for the first 1 year of the Strategy.
  • Provide other support to ECNL and FHI 360 in their interaction with state institutions.
  • Participate and facilitate sessions at the Regional conference on enabling environment in Chisinau (May 2018).

Estimate duration of the Contract: April– July 2018.

Qualifications and eligibility of the applicant: 

  • Based in or national of the Republic of Moldova;
  • Demonstrated in-depth understanding and expertise on partnership mechanisms, public consultation and CSO environment;
  • Being well familiar with the CSOs and government sector in Moldova.

  • An offer in English (max 2 pages), with proposed plan for activities and timeframe under this ToR as well as proposed cost for the training (and any additional related costs) and envisioned number of expert days per each activity. Please include a gross daily amount in USD (including VAT which should be 0 as this will be USAID-funded program) according to prior assignments, a documented proof will be requested;
  • Detailed past experience and references in the ToR area.

The selected experts/organization is responsible to settle VAT, income and other taxes and duties arising in relation to this assignment in conformity with domestic laws.
