Call for Applications: Research and policy paper on the situation of state funding for civil society organizations in the Republic of Moldova and recommendations for improvement

The Moldova Partnerships for Sustainable Civil Society (MPSCS) cordially invites submissions from a civil society organization or an independent expert to prepare a policy paper on the situation of state funding for CSOs in the Republic of Moldova. The Program is generously supported by the United States Agency for International Development (USAID). More information on MPSCS is available here: http://www.fhi360.md/index.php/en/about-us/what-we-do.html ECNL has been supporting the development of an enabling framework for CSOs in Moldova since 2007. As part of this we have been providing expertise to CSOs and public authorities in developing mechanisms for raising additional financial resources for CSOs (e.g. the 2 % mechanism).
Description of Tasks: 
The expert will work in close coordination with ECNL and FHI 360 and shall carry out the following tasks: 
Research the existing legal regulation on providing direct state funding to CSOs in the form of subsidies, grants or service contracts; 
Review the existing practices (how the system is applied in practice) of state funding to CSOs, including by organizing interviews with key stakeholders from both the state and the CSO sector;
Identify existing problems or shortcomings in both law and practice; 
Outline possible avenues for action with regard to improving the situation and engaging more state authorities in developing practice of funding CSOs;
Provide monthly update on the development of the policy paper to ECNL;
Organize a small discussion and present and seek input on the findings of the pre-final research;
Finalize the policy paper based on the outcome of the discussion and submit the final policy paper.
Participate in the Regional conference on enabling environment in Chisinau (May 2018) to present the key findings.
Estimate duration of the Contract: February– May 2018.
Qualifications and eligibility of the applicant:  
  1. Based in or national of the Republic of Moldova;
  2. Demonstrated in-depth understanding and expertise on state funding and partnership mechanisms;
  3. Being well familiar with the CSO and government sector in Moldova.

  1. An offer in English (max 2 pages), with the outline of the structure of the paper and envisioned number of expert days per each activity. Please include a gross daily amount in USD according to prior assignments, a documented proof will be requested;
  2. Detailed past experience and references in the research area.
The selected expert is responsible to settle VAT, income and other taxes and duties arising in relation to this assignment in conformity with domestic laws.
